Abstract
The object of this article is, in first place, revealing and interpreting the use of time in the construction of the category of “displaced person”, as a vindication of place of the political strategy in the conception/management of alterity. This leads to the rhetorical plane where an installed Other is constructed at a fictional distance (space and temporal) from the existing problems. An Other unthinkable beyond the typologies that make functional the legal norms where “displacement” is a novel “and cojunctural phenomenon”, by means of which the national reality nears the false and pretentious ideas of order and control. On the other hand, it wishes to clarify the way in which the State and the NGO's, prescribe normative marks for alterities that journey through imposed sceneries of socialization. Within this, the strategies enrolled in the logics of a continuously fractured every day life are put into play, a fact that, nevertheless, does not guarantee a prolonged absence of cosmos. As the density of social life in these contexts and the taxonomic speeches of the anthropologist on that reality demonstrate.
