El páramo de Santurbán: reinvención de un territorio a partir de la reapropiación de lo común

Abstract

Introduction: Since 2010 the Santurbán páramo has been of interest to different sectors of society. The mega-mining project headed by the multinational company Greystar Resources Ltd, brings about tensions between the urban and rural population in the face of the decisions of the Colombian State. The result of these tensions are social mobilizations that involve different groups, civil society and the locals who problematize about the territory and the use of common goods. Objective: The objective of this article is to present the research advances regarding the construction of representations of the territory as a center of common concerns modeled from the different perspectives and interests of the inhabitants of the old province of Soto, in the department of Santander, and the population of the urban area in Bucaramanga. Method: To trace the traceability of these representations, a documentary review of the press is used and semi-structured interviews are carried out with inhabitants of the municipalities of Vetas and California, as well as with environmental defenders of the Metropolitan Area of Bucaramanga; also to the analysis of the state position. Result: There is evidence of a change in people's relationship with the common amidst globalization and state policies. The need for water for the inhabitants of the Metropolitan Area of Bucaramanga, for mining for the inhabitants of the municipalities near the Santurbán páramo, and for large-scale gold exploitation by the Colombian State and multinationals are evident. Conclusion: Although the open-pit mega-mining project in the Santurbán páramo was withdrawn, the use of the gold riches that are of interest to mining companies and locals is still under debate. Faced with this situation, the expressions of protest in 2010 and 2011 allow the construction of meanings of the "common" in the defense of the territory and its relationship with the urban and rural worldview.
