Abstract
Human development as described by the United Nations, Washington. D.C. through the UNDP (United Nations Development Program), is conceived as the enjoyment of a long healthy and happy life, with the pursuit of freedom and access to opportunities for the development of human capabilities, that will lead to a productive life in order to satisfy the most urgent necessities and to improve individual and collective quality of life. Health promotion and illness prevention as indicated by it’s name, seeks to come in contact with health attention subjects, so that they may become conscious of the necessary change from harmful habits to healthier behaviors and lifestyles, that can lead to a harmonious and equilibrated development throughout and along their different stages of life. There is an agreement among what international organizations have proposed as the minimum conditions necessary for human development and health promotion, which are essentially related to the presumptions of Bioethics in the article. Bioethics, as a discipline that suggests new reflections on the protection and quality of life, acknowledges human dignity and human rights in a democratic country, whose constitution claims it to be a Social State of Law, in order to activate citizen participation in the decisions that concern their life integrity, property and freedom. These three essential issues properly articulated, support the obtainment of the welfare state, which guarantees the necessary conditions to daily work toward equality of all human beings, and as a mechanism to diminish inequity of the most vulnerable groups of the Colombian population. The integrated study of these three topics in professional training areas, like health, judicial and social sciences, will give a total human vision, regarding different approaches to its problems, where it is necessary to take ethical and political decisions.
