La promoción y la prevención en el sistema de salud colombiano

Abstract

This paper describes how health promotion and prevention of the disease in Colombia, have not achieved the expected levels of development. A careful look at health legislation in Colombia, from the constitutional reform of 1991 to the passing of law 175 in 2001, shows how health promotion, in particular, remains at the stage of being good intentions expressed in general statements that are imprecise and liable to ve evaded. The description includes the agreement 117 of 1998, of the National Council of Social Security in Health, the Ministry of Health’s Resolution 412 of 2000 about activities, procedures and intervention plans of promotion and prevention, as well as Law 175 of 2000 on money transferences and competences in health and education.
