Gestión de las acciones de promoción y prevención en el régimen subsidiado en un municipio del Valle del Cauca.

Abstract

The study purpose was to identify the management factors that affect health promotion and illness  prevention activities in the subsidized health system in a municipality from the Cauca Valley State. Data was  gathered regarding the contracting system and the operative capacity of the Local Directive Office (DLS), the  public hospital (ESE), and two Subsidized Management Institutions (ARS) in the municipality from April 2002  to March 2003.  The data was interpreted according to an evaluative scale in which low values were classified  as precarious, intermediate values as potential, and high values as advanced. The contracting system was  precarious at the DLS, potential in the ESE, potential in ARS-1 and precarious in ARS-2 respectively. The  operative capacity showed great variability in all 4 institutions regarding the management indicators. Findings showed little articulation between the entities responsible for planning, directing, and performing  health promotion and illness prevention activities; there were also errors in follow up and evaluation these  activities; the institutions failed to act according to the surveillance and control mechanisms created by the  government.
